Section 1. Every house in the city shall install a “back fall” devise on the sewer main running from the property.

Hopefully we can find plumbers at the lower end of the price range.

And who will install them on vacant houses like the one next door to us?

It did not say how long they were giving us or possible fines for non compliance. I will send another foia request for more information.
